good to have those guidelines for consistency's sake, but why 2" x 2"? is that based on some kind of wall or printed application? i wouldn't necessarily set a hard restriction until you have an idea of what they'll be used for. you just need to make sure they can go quite small, right, so they're flexible. basically, you should consider the context of your design before making firm decisions on how big, small, etc, it should be.
